‘‘For purposes of sections 103 and 104, the term ‘State’ includes an Indian tribal government.’’. (b) ABOLISHMENT OF EXECUTIVE OFFICE OF WEED AND SEED; TRANSFERS OF FUNCTIONS.— (1) ABOLISHMENT.—The Executive Office of Weed and Seed is abolished. (2) TRANSFER.—There are hereby transferred to the Office of Weed and Seed Strategies all functions and activities performed immediately before the date of the enactment of this Act by the Executive Office of Weed and Seed Strategies. (c) EFFECTIVE DATE.—This section and the amendments made by this section take effect 90 days after the date of the enactment of this Act.

CHAPTER 3—ASSISTING VICTIMS OF CRIME SEC. 1131. GRANTS TO LOCAL NONPROFIT ORGANIZATIONS TO IMPROVE OUTREACH SERVICES TO VICTIMS OF CRIME.

Section 1404(c) of the Victims of Crime Act of 1984 (42 U.S.C. 10603(c)), as most recently amended by section 623 of the USA PATRIOT Act (Public Law 107–56; 115 Stat. 372), is amended— (1) in paragraph (1)— (A) in the matter preceding subparagraph (A), by striking the comma after ‘‘Director’’; (B) in subparagraph (A), by striking ‘‘and’’ at the end; (C) in subparagraph (B), by striking the period at the end and inserting ‘‘; and’’; and (D) by adding at the end the following new subparagraph: ‘‘(C) for nonprofit neighborhood and community-based victim service organizations and coalitions to improve outreach and services to victims of crime.’’; (2) in paragraph (2)— (A) in subparagraph (A)— (i) by striking ‘‘paragraph (1)(A)’’ and inserting ‘‘paragraphs (1)(A) and (1)(C)’’; and (ii) by striking ‘‘and’’ at the end; (B) in subparagraph (B), by striking the period at the end and inserting ‘‘; and’’; and (C) by adding at the end the following new subparagraph: ‘‘(C) not more than $10,000 shall be used for any single grant under paragraph (1)(C).’’. SEC. 1132. CLARIFICATION AND ENHANCEMENT OF CERTAIN AUTHORITIES RELATING TO CRIME VICTIMS FUND.

Section 1402 of the Victims of Crime Act of 1984 (42 U.S.C. 10601) is amended as follows: (1) AUTHORITY TO ACCEPT GIFTS.—Subsection (b)(5) of such section is amended by striking the period at the end and inserting the following: ‘‘, which the Director is hereby authorized to accept for deposit into the Fund, except that the Director is not hereby authorized to accept any such gift, bequest, or donation that—
