(2) in subsection (d)(2)— (A) by striking ‘‘during fiscal year 2005’’ and inserting ‘‘during a fiscal year’’; (B) by inserting ‘‘for that fiscal year’’ after ‘‘commence’’; and (C) by striking ‘‘for fiscal year 2004’’ and inserting ‘‘for the preceding fiscal year’’. (b) LIMITATION ON USE OF AUTHORITY.—Subsection (c)(1) of such section 2808 is amended by striking ‘‘$200,000,000’’ and inserting ‘‘$100,000,000’’. (c) QUARTERLY REPORTS.—Subsection (d) of such section 2808 is amended by striking paragraph (1) and inserting the following new paragraph: ‘‘(1) Not later than 30 days after the end of each fiscal-year quarter during which appropriated funds available for operation and maintenance are obligated or expended to carry out construction projects outside the United States, the Secretary of Defense shall submit to the congressional committees specified in subsection (f) a report on the worldwide obligation and expenditure during that quarter of such appropriated funds for such construction projects.’’. (d) EFFECT OF FAILURE TO SUBMIT QUARTERLY REPORTS OR PROJECT NOTIFICATIONS.—Such section 2808 is further amended by adding at the end the following new subsection: ‘‘(g) EFFECT OF FAILURE TO SUBMIT QUARTERLY REPORTS OR PROJECT NOTIFICATIONS.—If the report for a fiscal-year quarter under subsection (d) or the notice of the obligation of the funds for a construction project required by subsection (b) is not submitted to the congressional committees specified in subsection (f) by the required date, appropriated funds available for operation and maintenance may not be obligated or expended after that date under the authority of this section to carry out construction projects outside the United States until the date on which the report or notice is finally submitted.’’. TEMPORARY PROGRAM TO USE MINOR MILITARY CONSTRUCTION AUTHORITY FOR CONSTRUCTION OF CHILD DEVELOPMENT CENTERS.
(a) THRESHOLDS ON CONSTRUCTION AUTHORIZED.—The Secretary of Defense shall establish a program to carry out minor military construction projects under section 2805 of title 10, United States Code, to construct child development centers. (b) INCREASED MAXIMUM AMOUNTS APPLICABLE TO MINOR CONSTRUCTION PROJECTS.—For the purpose of any military construction project carried out under the program authorized by this section, the amounts specified in section 2805 of title 10, United States Code, are modified as follows: (1) The amount specified in the third sentence of subsection (a)(1) of such section is deemed to be $8,000,000. (2) The amount specified in the second sentence of subsection (a)(1) and in subsection (c)(1)(A) of such section is deemed to be $7,000,000. (3) The amount specified in subsections (b)(1) and (c)(1)(B) of such section is deemed to be $5,000,000. (c) NOTIFICATION, REVIEW AND APPROVAL REQUIREMENTS.—The notification requirements under section 2805 of title 10, United States Code, shall remain in effect for construction projects carried out under the program authorized by this section.
