Bureau of Equzpment and Recruiting. — For contingent expenses that B_¤f¤¤¤t¤f d may accrue for the following purposes, viz: Expenses of recruiting; °° travelling expenses of officers; transportation of men; printing and sta- Contingent tionery; advertising in newspapers; postage on public letters; wharfage expenses. and demurrage ; funeral expenses; apprehending deserters; pilotage and towage of vessels, and assistance to vessels in distress; per diem pay to persons attending courts-martial, courts of inquiry, and other services authorized by law; pay to judge advocates, and for bills of health and quarantine expenses of vessels of the navy, one million dollars.
