shall be available for Safe and Drug-Free Schools National Programs for competitive grants to local educational agencies to address youth violence and related issues. (b) The competition under subsection (a) shall be limited to local educational agencies that operate schools currently identified as persistently dangerous under section 9532 of the Elementary and Secondary Education Act of 1965. SEC. 5503. Unobligated balances from funds appropriated in the Department of Defense and Emergency Supplemental Appropriations for Recovery from and Response to Terrorist Attacks on the United States Act, 2002 (Public Law 107–117) to the Department of Health and Human Services under the heading ‘‘Public Health and Social Services Emergency Fund’’ that are available for bioterrorism preparedness and disaster response activities in the Office of the Secretary shall also be available for the construction, renovation and improvement of facilities on federally-owned land as necessary for continuity of operations activities. CHAPTER 6 LEGISLATIVE BRANCH CAPITOL POLICE GENERAL EXPENSES For an additional amount for ‘‘Capitol Police, General Expenses’’, $10,000,000 for a radio modernization program, to remain available until expended: Provided, That the Chief of the Capitol Police may not obligate any of the funds appropriated under this heading without approval of an obligation plan by the Committees on Appropriations of the Senate and the House of Representatives.

ARCHITECT OF THE CAPITOL CAPITOL POWER PLANT For an additional amount for ‘‘Capitol Power Plant’’, $50,000,000, for utility tunnel repairs and asbestos abatement, to remain available until September 30, 2011: Provided, That the Architect of the Capitol may not obligate any of the funds appropriated under this heading without approval of an obligation plan by the Committees on Appropriations of the Senate and House of Representatives.
