(B) $225,000,000 is designated as described in section 5 (in the matter preceding division A of this consolidated Act) and shall remain available until expended for construction (including funds for sites and expenses and associated design and construction services) of additional projects at the following locations: Arizona: San Luis, Land Port of Entry I, $7,053,000. California: San Ysidro, Land Port of Entry, $161,437,000. Maine: Madawaska, Land Port of Entry, $17,160,000. New York: Alexandria Bay, Land Port of Entry, $11,676,000. Texas: El Paso, Tornillo-Guadalupe, Land Port of Entry, $4,290,000. Donna/Rio Bravo International Bridge, Land Port of Entry, $23,384,000: Provided, That, notwithstanding any other provision of law, the Administrator of General Services is authorized to proceed with necessary site acquisition, design, and construction for the new courthouse project in Rockford, Illinois, listed in Public Law 109– 115 and for which funds have been appropriated under this or any other Acts, with the understanding that the total estimated cost of the project, exclusive of any permitted escalations, shall be $100,225,000: Provided further, That each of the foregoing limits of costs on new construction projects may be exceeded to the extent that savings are affected in other such projects, but not to exceed 10 percent of the amounts included in an approved prospectus, if required, unless advance approval is obtained from the Committees on Appropriations of a greater amount: Provided further, That all funds for direct construction projects shall expire on September 30, 2009 and remain in the Federal Buildings Fund except for funds for projects as to which funds for design or other funds have been obligated in whole or in part prior to such date; (2) $722,161,000 shall remain available until expended for repairs and alterations, which includes associated design and construction services: Repairs and Alterations: District of Columbia: Eisenhower Executive Office Building, Phase III, $121,204,000. Joint Operations Center, $12,800,000. Nebraska Avenue Complex, $27,673,000. Nevada: Reno, C. Clifton Young Federal Building and Courthouse, $12,793,000. New York: New York, Thurgood Marshall United States Courthouse, $170,544,000. West Virginia: Martinsburg Internal Revenue Service Enterprise Computing Center, $35,822,000. Special Emphasis Programs: Energy Program, $15,000,000. Design Program, $7,372,000. Basic Repairs and Alterations, $318,953,000:
