‘‘(a) PURCHASE OF COMMODITIES .— ‘‘(1) ING ENERA L .— F ro m amounts made a v ailable to c arry out this A ct, for each of the fiscal years 2 00 8 through 2012, the S ecretary shall p urchase a dollar amount described in para- graph (2) of’’

and (2) by adding at the end the following: ‘‘(2) AMOUNTS.— T he Secretary shall use to carry out para- graph (1)— ‘‘(A) for fiscal year 2008, $1 9 0,000,000; ‘‘( B ) for fiscal year 2009, $2 5 0,000,000; and ‘‘(C) for each of fiscal years 2010 through 2012, the dollar amount of commodities specified in subparagraph (B) ad j usted by the percentage by which the thrifty food plan has been adjusted under section 3 (u)(4) between J une 30, 2008, and June 30 of the immediately preceding fiscal year.’’. (b) STATE PLANS.—Section 202A of the E mergency Food Assist- ance Act of 1983 ( 7U .S.C. 7503) is amended by striking subsection (a) and inserting the following: ‘‘(a) PLANS.— ‘‘(1) IN GENERAL.—To receive commodities under this Act, a State shall submit to the Secretary an operation and adminis- tration plan for the provision of benefits under this Act. ‘‘(2) U P DATES.—A State shall submit to the Secretary for approval any amendment to a plan submitted under paragraph (1) in any case in which the State proposes to make a change to the operation or administration of a program described in the plan.’’. (c) AUTHORI Z ATION AND APPROPRIATIONS.—Section 204(a)(1) of the Emergency Food Assistance Act of 1983 (7 U.S.C. 7508(a)(1)) is amended in the first sentence— (1) by striking ‘‘$ 6 0,000,000’’ and inserting ‘‘$100,000,000’’; and (2) by inserting ‘‘and donated wild game’’ before the period at the end. SEC.420 2.E M E RG E N C YFO O DP ROGR A M I NFRAS T R U CTURE GRANTS. The Emergency Food Assistance Act of 1983 is amended by inserting after section 208 (7 U.S.C. 7511) the following: ‘ ‘SEC. 20 9 . EMERGENCY FOOD PROGRAM INFRASTRUCTURE GRANTS. ‘‘(a) D EFINITION OF ELIGI B LE ENTIT Y .—In this section, the term ‘eligible entity’ means an emergency feeding organi z ation. ‘‘(b) PROGRAM AUTHORIZED.— ‘‘(1) IN GENERAL.—The Secretary shall use funds made available under subsection (d) to make grants to eligible entities to pay the costs of an activity described in subsection (c). ‘‘(2) R URAL PREFERENCE.—The Secretary shall use not less than 50 percent of the funds described in paragraph (1) for a fiscal year to make grants to eligible entities that serve predominantly rural communities for the purposes of— ‘‘(A) e x panding the capacity and infrastructure of food banks, State-wide food bank associations, and food bank collaboratives that operate in rural areas; and 7USC 7 51 1 a.
