and ( 3 ) pro v ide recommendations for addressin g the causes and effects of food deserts through measures that include — ( A ) communit y and economic development initiatives; (B) incentives for retail food mar k et development , including supermarkets, small grocery stores, and farmers ’ markets; and ( C ) improvements to F ederal food assistance and nutri - tion education programs . (d) C O O RDINAT ION W IT HO TH E RA G EN C IE S AND ORGANI Z A- TIONS.— T he S ecretary shall conduct the study under this section in coordination and consultation w ith— ( 1 ) the Secretary of H ealth and Human Services; ( 2 ) the Administrator of the Small Business Administra- tion; (3) the I nstitute of M edicine; and ( 4 ) representatives of appropriate businesses, academic institutions, and nonprofit and faith-based organi z ations. (e) S UBM ISSION TO CONGRESS.— N ot later than 1 year after the date of enactment of this Act, the Secretary shall submit to the Committee on Agriculture of the House of R epresentatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate the report prepared under this section, including the findings and recommendations described in subsection (c). (f) AUTHORIZATION O F A P PROPRIATIONS.—There is authorized to be appropriated to carry out this section $50 0,000. SEC.7528 . D E MON S TRA T I ON P RO J ECT A U T H ORIT YF OR TEMPORARY POSITIONS. Notwithstanding section 4 7 03(d)(1) of title 5, U nited States Code, the amendment to the personnel management demonstration pro j ect established in the D epartment of Agriculture ( 6 7 Fed. Reg. 70776 (2002)), shall become effective upon the date of enactment of this Act and shall remain in effect unless modified by law. SEC. 752 9 .A G RICU L TURAL AND RURAL TRANSPORTATION RESEARCH AND EDUCATION. (a) IN G ENERA L .—The Secretary, in consultation with the Sec- retary of Transportation, shall make competitive grants to institu- tions of higher education to carry out agricultural and rural transportation research and education activities. (b) ACTI V ITIES.—Research and education grants made under this section shall be used to address rural transportation and logis- tics needs of agricultural producers and related rural businesses, including— (1) the transportation of biofuels; and (2) the e x port of agricultural products. (c) SELECTION CRITERIA.— (1) IN GENERAL.—The Secretary shall award grants under this section on the basis of the transportation research, edu- cation, and outreach expertise of the applicant, as determined by the Secretary. (2) P RIORIT Y .—In awarding grants under this section, the Secretary shall give priority to institutions of higher education for use in coordinating research and education activities with other institutions of higher education with similar agricultural and rural transportation research and education programs. 7USC5938.Ef f ectiv e da te.
