‘‘(ii) the Congressional H unger Center; or ‘‘(iii) a host agency in the field or policy placement of the fellow. ‘‘(D) R E C O GN I T ION OF FELLOWSHIP A WAR D .— ‘‘(i) E MERSON FELLOW.—An individual awarded a fellowship from the B ill Emerson Hunger F ellowship shall be k nown as an ‘Emerson Fellow ’ . ‘‘(ii) L ELAND FELLOW.—An individual awarded a fellowship from the M ickey Leland Hunger Fellowship shall be known as a ‘Leland Fellow’. ‘‘( 6 )E V AL U ATIONS AND AUDITS.— U nder terms stipulated in the contract entered into under subsection (c)( 3 ), the Director shall— ‘‘(A) conduct periodic evaluations of the Fellowship P ro- grams; and ‘‘(B) arrange for annual independent financial audits ofe x penditures under the Fellowship Programs. ‘‘(e) AUTHORIT Y .— ‘‘( 1 ) I N GENERAL.— S ub j ect to paragraph ( 2 ), in carrying out this section, the Director may solicit, accept, use, and dispose of gifts, be q uests, or devises of services or property, both real and personal, for the purpose of facilitating the work of the Fellowship Programs. ‘‘(2) LIMITATION.— G ifts, bequests, or devises of money and proceeds from sales of other property received as gifts, bequests, or devises shall be used exclusively for the purposes of the Fellowship Programs. ‘‘(f) REPORT.—The Director shall annually submit to the Sec- retary of Agriculture, the Committee on Agriculture of the House of Representatives, and the Committee on Agriculture, N utrition, and Forestry of the Senate a report that— ‘‘(1) describes the activities and expenditures of the Fellow- ship Programs during the preceding fiscal year, including expenditures made from funds made available under subsection (g); and ‘‘(2) includes the results of evaluations and audits required by subsection (d). ‘‘(g) AUTHORI Z ATION OF APPROPRIATIONS.—There are authori z ed to be appropriated to the Secretary such sums as are necessary to carry out this section, to remain available until expended.’’. SEC.4 4 02 . A SS I S T A N CE FOR CO M M U NIT Y FOO DP RO J ECTS. Section 2 5 of the Food and Nutrition Act of 2 0 0 8 ( 7 U.S.C. 203 4 ) is amended— (1) by striking subsection (a) and inserting the following
‘‘(a) DEFINITIONS.—In this section: ‘‘(1) COMMUNITY FOOD PRO J ECT.—In this section, the term ‘community food project’ means a community-based project that— ‘‘(A) requires a 1-time contribution of Federal assist- ance to become self-sustaining; and
