(f) A N N UALREPORTS . —N ot later than 90 days after the end of each fiscal year , a sun grant center or subcenter receiving a grant under this section shall submit to the S ecretary a report that describes the policies, priorities, and operations of the program carried out by the center or subcenter during the fiscal year, including— (1) the results of all peer and merit review procedures conducted pursuant to subsection (c)(1)( D )(i)

and ( 2 ) a description of progress made in facilitating the prior- ities described in subsection (d)(1). (g) AUT H OR IZ ATION O F APPROPRIATIONS.— T here is authori z ed to be appropriated to carry out this section $75 ,000,000 for each of fiscal years 200 8 through 2012, of which not more than $ 4 ,000,000 for each fiscal year shall be made available to carry out subsection (e). SEC.752 7.S TUDYAN D R E PO RT ON F OOD DESERTS. (a) DEFINITION OF F OO D DESERT.— I n this section, the term ‘ ‘food desert ’ ’ means an area in the U nited States with limited access to affordable and nutritious food, particularly such an area composed of predominantly lower-income neighborhoods and communities. (b) STUD Y AND REPORT.—The Secretary shall carry out a study of, and prepare a report on, food deserts. (c) CONTENTS.—The study and report shall— (1) assess the incidence and prevalence of food deserts; (2) identify— (A) characteristics and factors causing and influencing food deserts; and ( B ) the effect on local populations of limited access to affordable and nutritious food; and ( 3 ) provide recommendations for addressing the causes and effects of food deserts through measures that include— (A) community and economic development initiatives; (B) incentives for retail food mar k et development, including supermarkets, small grocery stores, and farmers’ markets; and (C) improvements to Federal food assistance and nutri- tion education programs. (d) COORDINATION W ITH O THER A G EN C IES AND ORGANIZA- TIONS.—The Secretary shall conduct the study under this section in coordination and consultation with— (1) the Secretary of H ealth and Human Services; (2) the Administrator of the Small Business Administra- tion; (3) the Institute of M edicine; and (4) representatives of appropriate businesses, academic institutions, and nonprofit and faith-based organizations. (e) SU BM ISSION TO CONGRESS.—Not later than 1 year after the date of enactment of this Act, the Secretary shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate the report prepared under this section, including the findings and recommendations described in subsection (c).
