I n the case of any household that continues to reside in the same dwelling unit, information provided by the household in a previous year may be used if the information is of a category that is not sub j ect to change or if information for the current year is not readily available to the owner of the property. ‘ ‘ ( b ) S TAND A R D S . —T he Secretary shall establish standards and definitions for the information collected under subsection (a), pro- vide States with technical assistance in establishing systems to compile and submit such information, and, in coordination with other F ederal agencies administering housing programs, establish procedures to minimize duplicative reporting re q uirements for prop- erties assisted under multiple housing programs. ‘‘(c) PUBLICAV AILABILIT Y .—The Secretary shall, not less than annually, compile and ma k e publicly available the information sub- mitted to the Secretary pursuant to subsection (a). ‘‘(d) AUT HO RI Z ATION O F A P PROPRIATIONS.—There is authorized to be appropriated for the cost of activities required under sub- sections (b) and (c) $2 , 50 0,000 for fiscal year 200 9 and $900,000 for each of fiscal years 20 1 0 through 201 3 . ’ ’. TI T LE I X—M I SC ELL AN E OU S SEC.2901 . HOM E L ESS A SS I S T A N CE. (a) APPROPRIATIONS.—Section 7 2 6 of the M c K inney- V ento H omeless Assistance Act ( 4 2 U .S. C . 11435) is amended by striking ‘‘$70,000,000’’ and all that follows and inserting ‘‘$100,000,000 for fiscal year 2009 and such sums as may be necessary for each subsequent fiscal year.’’. (b) EME R G ENCY ASSISTANCE.—Section 722 of the McKinney- Vento Homeless Assistance Act (42 U.S.C. 11432) is amended by adding at the end the following

‘‘(h) SPECIAL R ULE FOR EMERGENCY ASSISTANCE.— ‘‘(1) EMERGENCY ASSISTANCE.— ‘‘(A) RESERVATION OF AMOUNTS.—Subject to paragraph (4) and notwithstanding any other provision of this title, the Secretary shall use funds appropriated under section 726 for fiscal year 2009, but not to exceed $30,000,000, for the purposes of providing emergency assistance through grants. ‘‘( B ) G ENERAL AUTHORITY.—The Secretary shall use the funds to make grants to State educational agencies under paragraph (2), to enable the agencies to make subgrants to local educational agencies under paragraph (3), to pro- vide activities described in section 723(d) for individuals referred to in subparagraph (C). ‘‘(C) ELIGIBLE INDIVIDUALS.—Funds made available under this subsection shall be used to provide such activi- ties for eligible individuals, consisting of homeless children and youths, and their families, who have become homeless due to home foreclosure, including children and youths, Sta t e a ndloc al g o v e r n m ent s.G rants.
