(h) E L I G I B ILIT Y FOR ASSISTAN CE .—Section 301(d) of such Act is amended to read as follows
‘‘(d) ELIGIBILITY FOR ASSISTANCE.—An organization, including a faith-based organization, that is otherwise eligible to receive assistance under section 104A of the F oreign Assistance Act of 19 6 1, under this Act, or under any amendment made by this Act or by the T om L antos and Henry J . Hyde U nited States G lobal Leadership Against HIV/AIDS, Tuberculosis, and M alaria R eauthor- ization Act of 200 8 , for HIV/AIDS prevention, treatment, or care— ‘‘(1) shall not be re q uired, as a condition of receiving such assistance— ‘‘(A) to endorse or utilize a multisectoral or comprehen- sive approach to combating HIV/AIDS; or ‘‘( B ) to endorse, utilize, ma k e a referral to, become integrated with, or otherwise participate in any program or activity to which the organization has a religious or moral ob j ection; and ‘‘(2) shall not be discriminated against in the solicitation or issuance of grants, contracts, or cooperative agreements under such provisions of law for refusing to meet any require- ment described in paragraph (1).’’. SEC.302 . A SS I S T A N CET O CO MB ATT U BE R CU L OSIS. (a) POLICY.—Section 104B(b) of the Foreign Assistance Act of 1961 (22 U.S. C .21 5 1b – 3(b)) is amended to read as follows: ‘‘(b) POLICY.—It is a major objective of the foreign assistance program of the United States to control tuberculosis. In all countries in which the Government of the United States has established development programs, particularly in countries with the highest burden of tuberculosis and other countries with high rates of tuber- culosis, the United States should support the objectives of the Global Plan to Stop TB, including through achievement of the following goals: ‘‘(1) Reduce by half the tuberculosis death and disease burden from the 1990 baseline. ‘‘(2) Sustain or e x ceed the detection of at least 7 0 percent of sputum smear-positive cases of tuberculosis and the success- ful treatment of at least 85 percent of the cases detected in countries with established United States Agency for Inter- national Development tuberculosis programs. ‘‘(3) In support of the Global Plan to Stop TB, the President shall establish a comprehensive, 5-year United States strategy to expand and improve United States efforts to combat tuber- culosis globally, including a plan to support— Presid e nt.
