(a)SENS E OFC ON GR ESS .—Itis t he Se n se of Con gr ess that the U nite d States sho ul d p la c e greater priorit y on the protection of national security space syste m s. ( b )S T R A TEG Y .— T he Secretary of D efense , in con j unction w ith the Director of N ational Intelligence, shall de v elop a strategy, to be k nown as the Space P rotection Strategy, for the development and fielding by the United States of the capabilities that are nec - essary to ensure freedom of action in space for the United States. (c) M ATTERS IN CLUD ED.—The strategy re q uired by subsection (b) shall include each of the following

( 1 ) A n identification of the threats to, and the vulnerabilities of, the national security space systems of the United States. ( 2 ) A description of the capabilities currently contained in the program of record of the Department of Defense and the intelligence community that ensure freedom of action in space. ( 3 ) F or each period covered by the strategy, a description of the capabilities that are needed for the period, including— (A) the hardware, software, and other materials or services to be developed or procured

( B ) the management and organi z ational changes to be achieved; and (C) concepts of operations, tactics, techniques, and procedures to be employed. ( 4 ) For each period covered by the strategy, an assessment of the gaps and shortfalls between the capabilities that are needed for the period and the capabilities currently contained in the program of record. ( 5 ) For each period covered by the strategy, a comprehen- sive plan for investment in capabilities that identifies specific program and technology investments to be made in that period. ( 6 ) A description of the current processes by which the systems protection requirements of the Department of Defense and the intelligence community are addressed in space acquisi- tion programs and during key milestone decisions, an assess- ment of the adequacy of those processes, and an identification of the actions of the Department and the intelligence commu- nity for addressing any inadequacies in those processes. ( 7 ) A description of the current processes by which the Department of Defense and the intelligence community program and budget for capabilities (including capabilities that are incor- porated into single programs and capabilities that span multiple programs), an assessment of the adequacy of those processes, and an identification of the actions of the Department and the intelligence community for addressing any inadequacies in those processes. ( 8 ) A description of the organizational and management structure of the Department of Defense and the intelligence community for addressing policy, planning, acquisition, and operations with respect to capabilities, a description of the 10USC2 2 7 1 note.
