(a) F UNCTIO N S . — Section 172 of the National Defense Authoriza- tion Act for Fiscal Year 1993 (50 U .S. C . 1521 note) is amended— (1) in each of subsections (b) and (f), by stri k ing ‘‘Assistant Secretary of the Army ( R esearch, De v elopment and Ac q uisi- tion)’’ and inserting ‘‘Assistant Secretary of the Army (Acquisi- tion, Logistics, and T echnology)’’; and (2) in subsection (g), by striking ‘‘Assistant Secretary of the Army (Research, Development, and Acquisition)’’ and inserting ‘‘Assistant Secretary of the Army (Acquisition, Logis- tics, and Technology)’’. (b) T ERM IN A TION.—Such section is further amended in sub- section (h) by striking ‘‘after the stockpile located in that commis- sion’s State has been destroyed’’ and inserting ‘‘after the closure activities required pursuant to regulations promulgated by the Administrator of the E nvironmental Protection Agency pursuant to the Solid W aste Disposal Act (42 U.S.C. 6901 et seq.) have been completed for the chemical agent destruction facility in the commission’s State, or upon the request of the G overnor of the commission’s State, whichever occurs first’’. SEC. 922. SENSE OF CONGRESS ON COMPLETION OF DESTRUCTION OF UNITED STATES CHEMICAL W EAPONS STOC K PILE. (a) FIN D IN G S.—Congress makes the following findings
(1) The Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction, done at Paris on J anuary 13, 1993 (com- monly referred to as the ‘‘Chemical Weapons Convention’’), requires that destruction of the entire United States chemical weapons stockpile be completed by not later than April 29, 2007. (2) I n 2006, under the terms of the Chemical Weapons Convention, the United States requested and received a one- time, 5-year e x tension of its chemical weapons destruction dead- line to April 29, 2012. (3) O n April 10, 2006, the Secretary of Defense notified Congress that the United States would not meet even the extended deadline under the Chemical Weapons Convention for destruction of the United States chemical weapons stockpile, but would ‘‘continue working diligently to minimize the time to complete destruction without sacrificing safety and security’’ and would also ‘‘continue requesting resources needed to com- plete destruction as close to April 2012 as practicable’’. 50USC1 5 2 1 note.
