( e ) HBCU C APIT A L FI N AN C IN GADV I SORY BOARD. —S ection 347 ( 20 U.S.C. 1 0 6 6 f ) is amended— (1)ins ub section (b)(1)— (A) by striking out ‘ ‘ 9 members’’ and inserting ‘‘11 members’’

(B) in subparagraph (C) , by striking ‘‘ Tw o’’ and inserting ‘‘Three’’; and (C) by adding at the end the following

‘‘( G ) The president of the Thurgood M arshall College Fund, or the designee of the president.’’; and (2) by adding at the end the following: ‘‘(c) ADDITIONAL RE CO M MENDATIONS FROM ADVISORY BOARD.— ‘‘(1) I N GENERAL.—In addition to the responsibilities of the Advisory Board described in subsection (a), the Advisory Board shall advise the Secretary and the authori z ing commit- tees regarding— ‘‘(A) the fiscal status and strategic financial condition of not less than ten historically Black colleges and univer- sities that have— ‘‘(i) obtained construction financing through the program under this part and seek additional financing or refinancing under such program; or ‘‘(ii) applied for construction financing through the program under this part but have not received financing under such program; and ‘‘(B) the feasibility of reducing borrowing costs associ- ated with the program under this part, including reducing interest rates. ‘‘(2) REPORT.— N ot later than si x months after the date of enactment of the Higher E ducation O pportunity Act, the Advisory Board shall prepare and submit a report to the author- izing committees regarding the historically Black colleges and universities described in paragraph (1)(A) that includes administrative and legislative recommendations for addressing the issues related to construction financing facing such histori- cally Black colleges and universities.’’. SEC.315 . PROG R AM S IN S T EM F IE LD S. (a) Y ES PARTNERS H IPS; ENTRY INTO STEM FIELDS.—Part E of title III (20 U.S.C. 1067 et se q .) is amended— (1) by redesignating subpart 2 as subpart 3; and (2) by inserting after subpart 1 the following new subpart: ‘ ‘ Subpart2—P r og ra msin S TEMF i eld s ‘ ‘SEC. 355. Y ES PARTNERS H IPS GRANT PROGRAM. ‘‘(a) GRANT PROGRAM A U THORI Z ED.—Sub j ect to the availability of appropriations to carry out this subpart, the Secretary shall make grants to eligible partnerships (as described in subsection (f)) to support the engagement of underrepresented minority youth and youth who are low-income individuals (as such term is defined in section 302) in science, technology, engineering, and mathematics through outreach and hands-on, experiential-based learning projects that encourage students in kindergarten through grade 12 who are underrepresented minority youth or low-income individuals to 20USC1 0 67e.
