or ‘‘( B ) w hile sharing some of the same needs as another population that the eligi b le entity has applied for a grant under this chapter to serve , has distinct needs for special - i z ed services .’ ’; ( C ) in paragraph ( 5 ) (as redesignated by subparagraph (A)) — (i) in subparagraph (A)— ( I ) by stri k ing ‘‘, any part of which occurred after J anuary 31 ,1 9 55,’’; and (II) by striking ‘‘or’’ after the semicolon; (ii) in subparagraph (B)— (I) by striking ‘‘after January 31, 1955,’’; and (II) by striking the period at the end and inserting a semicolon; and (iii) by adding at the end the following

‘‘(C) was a member of a reserve component of the Armed F orces called to active duty for a period of more than 3 0 days; or ‘‘( D ) was a member of a reserve component of the Armed Forces who served on active duty in support of a contingency operation (as that term is defined in section 101(a)(13) of title 10, U nited S tates Code) on or after Sep- tember 11, 2 001.’’; and (D) in paragraph ( 6 ) (as redesignated by subparagraph (A)), by striking ‘‘subparagraph (A) or (B) of paragraph (3)’’ and inserting ‘‘subparagraph (A), (B), or (C) of para- graph (5)’’. (b) TALENT SEA RCH .—Section 4 02B (20 U.S.C. 10 7 0a – 12) is amended— (1) in subsection (a)— (A) in paragraph (2), by inserting ‘‘, and facilitate the application for,’’ after ‘‘the availability of’’; and (B) in paragraph (3), by striking ‘‘, but who have the ability to complete such programs, to reenter’’ and inserting ‘‘to enter or reenter, and complete’’; (2) by redesignating subsection (c) as subsection (d); (3) by striking subsection (b) and inserting the following: ‘‘(b) R E QUI RE D SER V ICE S .—Any pro j ect assisted under this sec- tion shall provide— ‘‘(1) connections to high q uality academic tutoring services, to enable students to complete secondary or postsecondary courses; ‘‘(2) advice and assistance in secondary course selection and, if applicable, initial postsecondary course selection; ‘‘(3) assistance in preparing for college entrance e x amina- tions and completing college admission applications; ‘‘(4)(A) information on the full range of Federal student financial aid programs and benefits (including Federal P ell G rant awards and loan forgiveness) and resources for locating public and private scholarships; and ‘‘(B) assistance in completing financial aid applications, including the Free Application for Federal Student Aid described in section 4 8 3(a); ‘‘(5) guidance on and assistance in—
