‘‘(ii) earned F edera l work-study wages from such eligi b le institution for such academic year; ‘‘(iii) was p revented from fulfilling the student ’ s work-study obligation for all or part of such academic year due to such major disaster; and ‘‘(iv) was unable to be reassigned to another work- study job . ‘‘( B ) T he term ‘major disaster’ has the meaning given such term in section 102 (2) of the R obert T. S tafford D is- aster Relief and E mergency A ssistance Act ( 4 2 U .S. C . 5 122(2)).’’. SEC.4 4 5 . JOBL OC ATI O N AN D DE V ELO PM ENT P R O G RAMS. Section 44 6 (a)(1) (42 U.S.C. 2 7 56(a)(1)) is amended by striking ‘‘ $ 50 , 000’’ and inserting ‘‘$75,000’’. SEC. 44 6 . ADDITIONAL FU NDS FOR OFF - CAMPUS COMMUNIT Y SERVICE. Section 447 (42 U.S.C. 2756a) is amended — (1) by striking ‘‘Each institution participating’’ and inserting ‘‘(a) C OM M UNITY S ERV I C E- L E A RNIN G .—Each institu- tion participating’’; and (2) by adding at the end the following new subsection

‘‘(b) OF F-CAM P U S COMMUNITY SERVICE.— ‘‘(1) G RANTS AUT H ORI Z E D .— I n addition to funds made avail- able under section 44 3 (b)(2)(A), the Secretary is authori z ed to award grants to institutions participating under this part to supplement off-campus community service employment. ‘‘(2) USE OF FUNDS.—An institution shall ensure that funds granted to such institution under this subsection are used in accordance with section 443(b)(2)(A) to recruit and com- pensate students (including compensation for time spent in training and for travel directly related to such community service). ‘‘(3) P RIORITY.—In awarding grants under this subsection, the Secretary shall give priority to applications that support postsecondary students assisting with early childhood education activities and activities in preparation for emergencies and natural disasters. ‘‘(4) AUTHORIZATION OF APPROPRIATIONS.—There are authorized to be appropriated to carry out this subsection such sums as may be necessary for fiscal year 200 9 and each of the five succeeding fiscal years.’’. SEC. 44 7 . W OR K COLLEGES. Section 44 8 (42 U.S.C. 2756b) is amended— (1) by striking ‘‘work-learning’’ each place it appears and inserting ‘‘work-learning-service’’; (2) by striking subsection (e) and inserting the following: ‘‘(e) DEFINITIONS.—For the purpose of this section— ‘‘(1) the term ‘work college’ means an eligible institution that— ‘‘(A) has been a public or private nonprofit, four-year, degree-granting institution with a commitment to commu- nity service;
