‘‘( B ) study and develop an evaluation protocol for such programs that includes q uantitative and qualitative meth- odologies; ‘‘(C) provide appropriate technical assistance regarding the replication, evaluation, and continuous improvement of such programs; and ‘‘( D ) develop and disseminate best practices for such programs.’’. (c) P R OH I B ITION.— S ection 741 ( 20U .S.C. 113 8 ) is further amended by adding after subsection (c) (as added by subsection (b) of this section) the following

‘‘(d) PROHIBITION.— ‘‘(1) I N G ENERA L .— N o funds made available under this part shall be used to provide direct financial assistance in the form of grants or scholarships to students who do not meet the requirements of section 484(a). ‘‘(2) RU LEO F CONSTRUCTION.—Nothing in this subsection shall be construed to prevent a student who does not meet the requirements of section 484(a) from participating in pro- grams funded under this part.’’. (d) PRIORIT Y .—Section 741 (20 U.S.C. 1138) is further amended by adding after subsection (d) (as added by subsection (c) of this section) the following: ‘‘(e) PRIORITY.—In ma k ing grants under this part to any institu- tion of higher education after the date of enactment of the H igher E ducation O pportunity Act, the Secretary may give priority to institutions that meet or exceed the most current version of ASHRAE / IES Standard 9 0.1 (as such term is used in section 342(a)( 6 ) of the Energy Policy and Conservation Act (42 U.S.C. 6313(a)(6)) for any new facilities construction or ma j or renovation of the institution after such date, except that this subsection shall not apply with respect to barns or greenhouses or similar structures owned by the institution.’’. (e) SCHOLARSHI P PROGRA M FOR F AMILY M EMBERS OF V ETERANS OR MEMBERS OF THE MILITARY.—Section 741 (20 U.S.C. 1138) is further amended by adding after subsection (e) (as added by sub- section (d) of this section) the following: ‘‘(f) SCHOLARSHIP PROGRAM FOR FAMILY MEMBERS OF VETERANS OR MEMBERS OF THE MILITARY.— ‘‘(1) AUTHORI Z ATION.—The Secretary shall enter into a con- tract with a nonprofit organi z ation with demonstrated success in carrying out the activities described in this subsection to carry out a program to provide postsecondary education scholar- ships for eligible students.
