Thepur p os eso ft h i s Ac t a re —(1) toi m me d iate ly pro v ide authority a n d facilities that the S ecretary of the Treasury can use to restore li q uidity and sta b ility to the financial system of the U nited States

and ( 2 ) to ensure that such authority and such facilities are used in a manner that— (A) protects home values , colle g e funds, retirement accounts, and life savings; ( B ) preserves homeo w nership and promotes j obs and economic growth; ( C )ma x imi z es overall returns to the taxpayers of the United States; and ( D ) provides public accountability for the exercise of such authority . SEC. 3 . D E FIN I T IONS. F or purposes of this Act, the following definitions shall apply

(1) A P P RO PR IATEC O M MITTEE S O F CO NG RESS.—The term ‘ ‘appropriate committees of Congress ’ ’ means— (A) the Committee on Ban k ing, H ousing, and Urban Affairs, the Committee on Finance, the Committee on the Budget, and the Committee on Appropriations of the Senate; and (B) the Committee on Financial Services, the Com - mittee on W ays and M eans, the Committee on the Budget, and the Committee on Appropriations of the House of R ep- resentatives. (2) BOAR D .—The term ‘‘Board’’ means the Board of G ov- ernors of the Federal Reserve System. ( 3 ) CONGRESSIONA L S U PPORT AGENCIES.—The term ‘‘congressional support agencies’’ means the Congressional Budget O ffice and the J oint Committee on Taxation. ( 4 ) CORPORATION.—The term ‘‘Corporation’’ means the Fed- eral Deposit I nsurance Corporation. ( 5 ) FINANCIAL INSTITUTION.—The term ‘‘financial institu- tion’’ means any institution, including, but not limited to, any 12USC5 2 0 2 . 12 USC 5201.
