(c) O T H ER L A B ORATORIES.— A ny fle x ibility a v ailable to any dem - onstration laboratory shall be available for use at any other labora- tory as enumerated in section 9 9 02 (c)(2) of title 5, United States Code. (d) SUBMISSION OF LIST AN D DESCRIPTION.—Not later than M arch 1 of each year, be g inning w ith March 1, 200 8 , the Secretary of Defense shall submit to Congress a list and description of the demonstration pro j ect notices, amendments, and changes re q uested by the laboratories during the preceding calendar year. The list shall include all approved and disapproved notices, amendments, and changes, and the reasons for disapproval or delay in approval. SEC.1 1 08 . AUTHORI T YF ORI N C L USION OF CERTAIN OFFICE OF D EFENSE RESEARCH AND EN G INEERING P OSITIONS IN E X PERI M ENTAL PERSONNEL PROGRAM FOR SCIENTIFIC AND TECHNICAL PERSONNEL. Section 1101(b)(1) of the Strom Thurmond National Defense Authorization Act for Fiscal Y ear 1999 (5 U.S.C. 3 10 4 note) is amended— (1) in subparagraph ( B ), by stri k ing ‘ ‘and ’ ’ attheend
(2) in subparagraph (C), by adding ‘‘and’’ at the end; and (3) by adding after subparagraph (C) the following
‘‘(D) not more than a total of 10 scientific and engineering positions in the Office of the Director of Defense R esearch and E ngineering;’’. SEC. 110 9 . PILOT PROGRAM FOR THE TEMPORARY ASSIGNMENT OF INFORMATION TECHNOLOGY PERSONNEL TO PRI V ATE SECTOR ORGANI Z ATIONS. (a) ASSI G NMENT AUTHORIT Y .—The Secretary of Defense may, with the agreement of the private sector organization and the Department of Defense employee concerned, arrange for the tem- porary assignment of such employee to such private sector organiza- tion under this section. An employee shall be eligible for such an assignment only if— (1) the employee— (A) works in the field of information technology management; (B) is considered to be an exceptional employee; (C) is expected to assume increased information tech- nology management responsibilities in the future; (D) is compensated at not less than the G S – 11 level (or the equivalent); and (E) is serving under a career or career-conditional appointment or an appointment of equivalent tenure in the excepted service; and (2) the proposed assignment meets applicable requirements of section 209(b) of the E-Government Act of 2002 (44 U.S.C. 3501 note). (b) AGREEMENTS.—The Secretary of Defense shall provide for a written agreement between the Department of Defense and the Deadlin e .P lan.
