AUTHORI T Y TOE Q UI P A ND TRAIN F OREI G N PERSONNE L TO ASSIST IN ACCOUNTING FOR M ISSING UNITED STATES GO V ERNMENT PERSONNEL. (a) INGE NE RAL . — Chapter 20 of tit l e 1 0, U nited States Code, is amended by adding at the end the follo w ing new section

‘ §408.Equipmenta n d t r ainin gof foreign per s onne l to assist in D epartment of Defense a c counting for missing U nited S tates G o v ernment personnel ‘ ‘(a) IN GENERAL.—The Secretary of D efense may provide assist - ance to any foreign nation to assist the Department of Defense with recovery of and accounting for missing United States Govern- ment personnel. ‘‘(b) T YP E SOF ASS I S T AN C E.—The assistance provided under sub- section (a) may include the following: ‘‘(1) Eq uipment. ‘‘(2) Supplies. ‘‘( 3 ) Services. ‘‘( 4 ) Training of personnel. ‘‘(c) APPRO V AL B Y SECRETARY OF STATE.—Assistance may not be provided under this section to any foreign nation unless the Secretary of State specifically approves the provision of such assist- ance. ‘‘(d) L I M ITATION.—The amount of assistance provided under this section in any fiscal year may not e x ceed $ 1,000,000. ‘‘(e) CONSTR U CTION W IT HO THER ASSISTANCE.—The authority to provide assistance under this section is in addition to any other authority to provide assistance to foreign nations under law. ‘‘(f) ANNUAL REPORTS.—(1) N ot later than December 31 each year, the Secretary of Defense shall submit to the congressional defense committees a report on the assistance provided under this section during the fiscal year ending in such year. ‘‘(2) Each report under paragraph (1) shall include, for the fiscal year covered by such report, the following: ‘‘(A) A listing of each foreign nation provided assistance under this section. ‘‘(B) For each nation so provided assistance, a description of the type and amount of such assistance. ’ ’. (b) CLERICAL AMEN D MENT.—The table of sections at the begin- ning of chapter 20 of such title is amended by adding at the end the following new item: ‘ ‘ 408.Equipmenta n d t r ainin gof foreign per s onne l to assist in D epartment of De - fense a c counting for missing U nited S tates G o v ernment personnel. ’ ’. SEC. 120 8 . AUTHORITY TO PROVIDE AUTOMATIC IDENTIFICATION SYSTEM DATA ON MARITIME SHIPPING TO FOREIGN COUNTRIES AND INTERNATIONAL ORGANI Z ATIONS. (a) AUTHORITY TO P ROVIDE DATA.—The Secretary of Defense, with the concurrence of the Secretary of State, may authori z e the Secretary of a military department or a commander of a combat- ant command to exchange or furnish automatic identification system data broadcast by merchant or private ships and collected by the United States to a foreign country or international organization
