( 7 ) Whether and to what e x tent employees and their rep- resentatives were consulted in the development and implementation of the initiative. SEC.324 .C ON SO LIDAT ION O F AI R FORCE AND AIR NATIONAL GU ARD AIRCRAFT M AINTENANCE. (a) RESTRIC TI ON ON IMPL EMENT A TION O FC ONSOLI D ATION. — The S ecretary of the A ir F orce shall not implement the consolidation of aircraft repair facilities and personnel of the active Air Force with aircraft repair facilities and personnel of the Air N ational G uard or the consolidation of aircraft repair facilities and personnel of the Air National Guard with aircraft repair facilities and per- sonnel of the active Air Force unless and until the Secretary of the Air Force submits the reports re q uired by (b) and (c), the Chief of the National Guard B ureau submits the assessment required by subsection (d), and the Secretary of D efense submits the certification required by subsection (e). (b) REPORT ON CRITERIA.—Not later than 30 days after the date of the enactment of this Act, the Secretary of the Air Force shall submit to the Committees on Armed Services of the Senate and H ouse of Representatives a report stating all the criteria being used by the Department of the Air Force and the Rand Corporation to evaluate the feasibility of consolidating Air Force maintenance functions into organi z ations that would integrate active, Guard, and Reserve components into a total-force approach. The report shall include the assumptions that were provided to or developed by the Rand Corporation for their study of the feasibility of the consolidation proposal. (c) REPORT ON FEASI B ILIT Y ST U DY.—At least 9 0 days before any consolidation of aircraft repair facilities and personnel of the active Air Force with aircraft repair facilities and personnel of the Air National Guard, the Secretary of the Air Force shall submit to the Committees on Armed Services of the Senate and House of Representatives a report on the findings of the Rand Corporation feasibility study and the Rand Corporation ’ s recommendations, the Air Force’s assessment of the findings and recommendations, any plans developed for implementation of the consolidation, and a delineation of all infrastructure costs anticipated as a result of implementation. (d) ASSESSMENT BY C H IEF OF THE NATIONAL GUARD BUREAU.— Not later than 30 days after the date on which the report required by subsection (c) is submitted, the Chief of the National Guard Bureau shall submit to the Committees on Armed Services of the Senate and House of Representatives a written assessment of— ( 1 ) the proposed actions to consolidate aircraft repair facili- ties and personnel of the active Air Force with aircraft repair facilities and personnel of the Air National Guard by the Sec- retary of the Air Force
