(d) A P P LICAB ILI TY . — (1) INGE NE R AL.—The requirements of this section shall apply with respect to any ma j or defense acquisition program that is commenced before, on, or after the date of the enactment of this Act. ( 2 )C U RRENT PR O GRA MS .—In the case of any major defense acquisition program that is ongoing as of the date of the enact- ment of this Act, a Configuration Steering Board under this section shall be established for such program not later than 60 days after the date of the enactment of this Act. (e) G UI D ANCE ON AUT H ORITIES O FP ROGRAM MANAGERS AFTER MILESTONE B.— (1) MODIFICATION OF GUIDANCE ON AUTHORITIES.—Para- graph (2) of section 8 5 3 (d) of the J ohn W arner N ational Defense Authori z ation Act for F iscal Y ear 200 7 (Public Law 10 9– 36 4; 120 Stat. 2343) is amended to read as follows

‘(2) authorities available to the program manager, including— ‘‘(A) the authority to object to the addition of new program requirements that would be inconsistent with the parameters established at Milestone B (or K ey Decision Point B in the case of a space program) and reflected in the performance agreement, unless such requirements are approved by the appropriate Configuration Steering Board; and ‘‘(B) the authority to recommend to the appropriate Configuration Steering Board reduced program require- ments that have the potential to improve program cost or schedule in a manner consistent with program objectives; and ’ ’. (2) APPLICABILITY.—The Secretary of Defense shall modify the guidance described in section 853(d) of the John Warner National Defense Authorization Act for Fiscal Year 2007 in order to take into account the amendment made by paragraph (1) not later than 60 days after the date of the enactment of this Act. (f) MA J OR DEFENSE AC Q UISITION PROGRAM DEFINED.—In this section, the term ‘‘major defense acquisition program’’ has the meaning given that term in section 2430(a) of title 10, United States Code. SEC.815 . PR ESER VATION O F TOO L IN G FOR M A J OR D EFENSE AC QU ISI - TION PROGRAMS.
