(d) REPO R T ON REVIEW.— N ot later than 3 0 days after the completion of the review required by subsection (a) , the Secretary of Defense shall provide a report to the congressional defense committees on the findings of the review, together with any rec - ommendations the Secretary considers appropriate. (e) DEFINITION S .— I n this section

( 1 ) The term ‘ ‘covered subsidy ’ ’ means a subsidy found to constitute a violation of the Agreement on Subsidies and Countervailing M easures. ( 2 ) The term ‘‘Agreement on Subsidies and Countervailing Measures’’ means the agreement described in section 101(d)(12) of the U ruguay Round Agreements Act (19 U.S.C. 3 5 11(d)(12)). (3) The term ‘‘source selection’’, with respect to a program of the Department of Defense, means the selection, through the use of competitive procedures or such other procurement procedures as may be applicable, of a contractor to perform a contract to carry out the program. SEC.8 8 7 . R E PO R T O N T H E IM P L EMENT A TION O F EARNE DV AL U E MANA G EMENT AT THE DEPARTMENT OF DEFENSE. (a) IN G ENER A L.—The Secretary of Defense shall prepare a report on the implementation by the Department of Defense of earned value management. The report shall include, at a minimum, the following: (1) A discussion of the regulations and guidance of the Department applicable to the use and implementation of earned value management. (2) A discussion of the relative value of earned value management as a tool for program managers and senior Depart- ment officials. (3) A discussion of specific challenges the Department faces in successfully using earned value management because of the nature of the culture, history, systems, and activities of the Department, particularly with regard to requirements and funding instability. ( 4 ) A discussion of the methodology of the Department for earned value management implementation, including data quality issues, training, and information technology systems used to integrate and transmit earned value management data. (5) An evaluation of the accuracy of the earned value management data provided by vendors to the F ederal Govern- ment concerning acquisition categories I and II programs, with a discussion of the impact of this data on the ability of the Department to achieve program ob j ectives. ( 6 ) A description of the criteria used by the Department to evaluate the success of earned value management in deliv- ering program objectives, with illustrative data and e x amples covering not less than three years.
