PLANR E QUI RE DFO R PERSONNEL M ANA G EMEN T OF SPE - CIAL OPERATIONS FORCES. (a)REQUIR E M E NTFO R PLA N .—Thecom ma nd e r o ft he sp ec i a l operations command , in cons u ltation w ith the secretaries of the militar y departments, shall prepare and su b mit to the S ecretary of D efense a plan relatin g to personnel management of special operations forces. (b) M ATTER SC O V ERE D .—The plan under subsection (a) shall address the following
( 1 ) Coordination among the military departments in order to enhance the manpower management and impro v e overall readiness of special operations forces. ( 2 ) Coordination by the commander of the special operations command with the Secretaries of the military departments in order to better e x ecute his responsibility to maintain readi - ness of special operations forces, including in the areas of accessions, assignments, compensation, promotions, profes- sional development, retention, sustainment, and training. (c) SU B MISSION OF PLAN TO CON G RESSIONAL DEFENSE COMMIT- TEES.— N ot later than 90 days after the date of the enactment of this A ct, the Secretary of Defense shall submit the plan re q uired under subsection (a) to the congressional defense committees, together with such additional comments as the Secretary and the Chairman of the J oint Chiefs of Staff consider appropriate. SEC. 90 2 . DIRECTOR OF OPERATIONAL ENERG Y PLANS AND PRO- GRAMS. (a) E STABLIS H MENT OF POSITION
DUTIES.—Chapter 4 of title 10, U nited States Code, is amended by inserting after section 1 3 9a the following new section: ‘ ‘ §139b.Directo ro fOp er a tio n a lE ner gyP lan s an d Progra m s ‘ ‘(a) A P POINTMENT.—There is a Director of O perational Energy Plans and Programs in the Department of Defense (in this section referred to as the ‘Director ’ ), appointed by the President, by and with the advice and consent of the Senate. The Director shall be appointed without regard to political affiliation and solely on the basis of fitness to perform the duties of the office of Director. ‘‘(b) DUTIES.—The Director shall— ‘‘(1) provide leadership and facilitate communication regarding, and conduct oversight to manage and be accountable for, operational energy plans and programs within the Depart- ment of Defense and the Army, Navy, Air F orce, and Marine Corps; ‘‘(2) establish the operational energy strategy; ‘‘(3) coordinate and oversee planning and program activities of the Department of Defense and the Army, Navy, Air Force, and the Marine Corps related to— ‘‘(A) implementation of the operational energy strategy; ‘‘( B ) the consideration of operational energy demands in defense planning, requirements, and acquisition proc- esses; and Presid e nt.D e a d l ine.
