(c) CAPITAL GRANTS.—There are authorized to be appropriated to the Secretary for the use of Amtrak for capital pro j ects (as defined in subparagraphs (A) and ( B ) of section 24401(2) of title 49, United States Code) to bring the N ortheast Corridor (as defined in section 24102 of such title) to a state-of-good-repair and for capital expenses of the national rail passenger transportation system the following amounts: (1) For fiscal year 2009, $ 7 15,000,000.
