(a) EF F ECTIV E DA TE. — E x cept as provided in subsection (b), this A ct and the amendments made by this Act shall ta k e effect 60 days after the date of enactment of this Act. (b) A P P L ICATI ON OFA M EN D MENT S .— T he amendments made by this Act shall apply only w ith respect to cases commenced under title 1 1 of the U nited S tates C ode in the 3 -year period beginning on the effective date of this Act.
