Whereas because these papers ser v e as essential primar y sources for the history of Congress , the study of these papers will illu - minate the careers of individual M embers; Whereas by custom, these papers are considered the personal prop- erty of the Member who receives and creates them, and it is therefore the Member who is responsible to decide on their ulti- mate disposition; and Whereas resources are available through the O ffice of the Clerk of the H ouse of R epresentatives and the S ecretary of the Senate to assist Members with the professional and cost-effective management and preservation of these papers

Now, therefore, be it Resolv e dbyth e H o u seo f Re pr ese n t a t i ves ( the S enate c oncur - rin g),T hat it is the sense of Congress that —(1) Members’ Congressional papers (including papers of D elegates and Resident Commissioners to the Congress) should be properly maintained; ( 2 ) each Member of Congress should take all necessary measures to manage and preserve the Member’s own Congres- sional papers; and ( 3 ) each Member of Congress should be encouraged to arrange for the deposit or donation of the Member’s own noncur- rent Congressional papers with a research institution that is properly e q uipped to care for them, and to make these papers available for educational purposes at a time the Member con- siders appropriate .A greed to J une 2 0 , 200 8 . (a) INGE NE RAL .—Alpha K appa Alpha Sorority, Incorporated (in this resolution referred to as the ‘ ‘sponsor’’), shall be permitted to sponsor a public event (in this resolution referred to as the ‘‘event’’) on the Capitol Grounds to celebrate the 100th anniversary of Alpha Kappa Alpha Sorority, Incorporated. (b) DA T E OFEV ENT.—The event shall be held on July 1 7 , 2008, or on such other date as the Speaker of the House of Representatives and the Committee on Rules and Administration of the Senate j ointly designate.
