(1) For military construction pro j ects inside the U nited States authorized by subsection (a), $123,500,000. (2) For military construction projects outside the United States authorized by subsection (b), $1,055, 4 50,000. (3) For architectural and engineering ser v ices and construc- tion design under section 2 8 07 of title 10, United States C ode, $78,800,000. (d) RE PORT RE Q UIRE DB EFORE CO M MEN C IN G CERTAIN P RO J ECTS.—Funds may not be obligated for the projects authorized by subsection (b) for Camp Arifjan, K uwait, or Camp Cropper, I raq, until 14 days after the date on which the Secretary of Defense submits to the congressional defense committees a report, in either unclassified or classified form, containing a detailed justification for the project, including the overall intent of the requested construction, host-nation views, longevity of the site selected, and timelines for completion. T he Secretary shall submit the report not later than J anuary 15, 2008. SEC.290 2. AUTHORIZ E DN A VY CONSTRUCTION AND L AND AC Q UISI - TION P RO J ECTS. (a) INSIDE THE UNITED STATES.—Using amounts appropriated pursuant to the authorization of appropriations in subsection (d)(1), the Secretary of the N avy may acquire real property and carry out military construction projects for the installations or locations inside the United States, and in the amounts, set forth in the following table:
