The Commission may use all contracts, schedules, and acquisition vehicles allo w ed toe x ternal clients through the General Services Administra - tion. ‘‘( 5 ) COOPERATI V E AGREE M ENTS.—The Commission may enter into cooperative agreements with Federal agencies, State, local, tribal and international governments, and private interests and organi z ations which will further the goals and purposes of this section. ‘‘( 6 ) TEMPORAR Y , INTERMITTENT, AND PART-TIME SERVICES.— ‘‘(A) I N GENERAL.—The Commission may obtain tem- porary, intermittent, and part-time services under section 3 109 of title 5, U nited States Code, at rates not to exceed the maximum annual rate of basic pay payable under sec- tion 53 7 6 of that title. ‘‘( B ) N ON-APPLICA B ILITY TO CERTAIN SERVICES.—This paragraph shall not apply to services under subsection ( j )(1)(A)(iv). ‘‘(7) V OLUNTEER SERVICES.— ‘‘(A) IN GENERAL.—Notwithstanding section 134 2 of title 31, United States Code, the Commission may accept and utilize the services of volunteers serving without com- pensation. ‘‘(B) R EIMBURSEMENT.—The Commission may reimburse such volunteers for local travel and office sup- plies, and for other travel expenses, including per diem in lieu of subsistence, as authorized by section 5703 of title 5, United States Code. ‘‘(C) L IABILITY.— ‘‘(i) IN GENERAL.—Subject to clause (ii), a volunteer described in subparagraph (A) shall be considered to be a volunteer for purposes of the Volunteer P rotection Act of 1997 (42 U.S.C. 14501 et seq.). ‘‘(ii) EX CEPTION.—Section 4(d) of the Volunteer Protection Act of 1997 (42 U.S.C. 14503(d)) shall not apply for purposes of a claim against a volunteer described in subparagraph (A). ‘‘(p) AUT H ORI Z ATION OF APPROPRIATIONS.—There are authorized to be appropriated such sums as necessary to carry out this sec- tion. ’ ’. SEC.3 33. C OM M I SSIO NT OST UDY T H E P OTENTI AL C R EATION O F A NATIONAL MUSEUM OF THE AMERICAN LATINO. (a) ESTABLISHMENT OF COMMISSION.— (1) IN GENERAL.—There is established the Commission to Study the Potential Creation of a National M useum of the American Latino (hereafter in this section referred to as the ‘‘Commission’’).
