( b ) MOUNTH OO DNA T I ONA LF O RES T S TE W ARDS H I P STRATE GY . — ( 1 ) I N GENERAL.— T he Secretar y shall prepare a report on , and implementation schedule for, the vegetation management strategy (including recommendations for biomass utili z ation) for the Mount Hood National Forest being developed by the Forest Service. ( 2 )SU BM ISSION TO C ONGRESS.— ( A ) R EPORT.—Not later than 1 year after the date of enactment of this Act, the Secretary shall submit the report to— (i) the C ommittee on E nergy and Natural Resources of the Senate

and (ii) the Committee on Natural Resources of the House of Representatives. ( B ) IMPLEMENTATION SCHEDULE.—Not later than 1 year after the date on which the vegetation management strategy referred to in paragraph (1) is completed, the Secretary shall submit the implementation schedule to— (i) the Committee on Energy and Natural Resources of the Senate; and (ii) the Committee on Natural Resources of the House of Representatives. (c) L OCAL AND TRIBAL RELATIONSHIPS.— (1) MANAGEMENT PLAN.— (A) IN GENERAL.—The Secretary, in consultation with Indian tribes with treaty - reserved gathering rights on land encompassed by the Mount Hood National Forest and in a manner consistent with the memorandum of under- standing entered into between the D epartment of Agri- culture, the Bureau of Land Management, the Bureau of Indian Affairs, and the Confederated Tribes and Bands of the W arm Springs Reservation of O regon, dated April 2 5 ,2 0 0 3 , as modified, shall develop and implement a management plan that meets the cultural foods obligations of the U nited States under applicable treaties, including the Treaty with the Tribes and Bands of Middle Oregon of J une 25, 1 8 55 (12 Stat. 96 3). (B) E F FECT.—This paragraph shall be considered to be consistent with, and is intended to help implement, the gathering rights reserved by the treaty described in subparagraph (A). (2) SA V INGS PROVISIONS REGARDING RELATIONS WITH INDIAN TRIBES.— (A) TREATY RIGHTS.—Nothing in this subtitle alters, modifies, enlarges, diminishes, or abrogates the treaty rights of any Indian tribe, including the off-reservation reserved rights secured by the Treaty with the Tribes and Bands of Middle Oregon of June 25, 1855 (12 Stat. 963). (B) TRIBAL LAND.—Nothing in this subtitle affects land held in trust by the Secretary of the Interior for Indian tribes or individual members of Indian tribes or other land ac q uired by the Army Corps of Engineers and adminis- tered by the Secretary of the Interior for the benefit of Indian tribes and individual members of Indian tribes.
