( C )P ARKS A NDPUBLIC PURP O S E S. —T he land descri b ed in p aragraph ( 2 )( B )(iii) shall be managed b y the City for— (i) undeveloped open space

and (ii) recreation or other public purposes consistent with the A ct of J une 14 ,1 9 2 6 (commonly k nown as the ‘ ‘ R ecreation and Public Purposes Act ’ ’) (4 3U . S .C. 8 69etse q .). ( D )RE V ERSIONAR Y IN T EREST.— (i) RELEASE.—The reversionary interest described in paragraph (2)(B)(iv) shall terminate on the date of enactment of this Act. (ii) CONVEYANCE BY CITY.— (I) IN G ENERAL.—If the City sells, leases, or otherwise conveys any portion of the land described in paragraph (2)(B)(iv), the sale, lease, or conveyance of land shall be— (aa) through a competitive bidding process; and (bb) e x cept as provided in subclause (II), for not less than fair market value. (II) CONVEYANCE TO GOVERN M ENT OR NON - PRO F IT.—A sale, lease, or conveyance of land described in paragraph (2)(B)(iv) to the F ederal G overnment, a State government, a unit of local government, or a nonprofit organization shall be for consideration in an amount equal to the price established by the Secretary of the Interior under section 2 7 41 of title 43, Code of Federal Regulation (or successor regulations). (III) DISPOSITION OF PROCEEDS.—The gross proceeds from the sale, lease, or conveyance of land under subclause (I) shall be distributed in accordance with subsection (e)(1). ( 5 ) REVERSION.—If land conveyed under paragraph (1) is used in a manner that is inconsistent with the uses described in subparagraph (A), (B), (C), or (D) of paragraph (4), the land shall, at the discretion of the Secretary, revert to the United States. (6) M ISCELLANEOUS PROVISIONS.— (A) IN GENERAL.— O n conveyance of the non-Federal land under paragraph (1) to the Secretary of Agriculture, the non-Federal land shall— (i) become part of the Humboldt-Toiyabe N ational Forest; and (ii) be administered in accordance with the laws (including the regulations) and rules generally applicable to the National Forest System. (B) MANAGEMENT PLAN.—The Secretary of Agriculture, in consultation with the City and other interested parties, may develop and implement a management plan for National Forest System land that ensures the protection and stabilization of the National Forest System land to minimize the impacts of flooding on the City. (7) CONVEYANCE TO BUREAU OF LAND MANAGEMENT.—
