‘‘ T he D irector shall ensure that, to the e x tent practicable, each member of the Corps is trained in C PR , first aid, and other skills related to disaster preparedness and response.’’; (2) in subsection (b)(1), by inserting before the period at the end the following: ‘‘, including a focus on energy conserva- tion, environmental stewardship or conservation, infrastructure improvement, urban and rural development, or disaster preparedness needs, as appropriate’’; (3) by amending subsection (c)(2) to read as follows: ‘‘(2) C O O RDINAT ION W IT H OTH E R ENTITIE S .— M embers of the cadre may provide, either directly or through grants, contracts, or cooperative agreements, the advanced service training referred to in subsection (b)(1) in coordination with vocational or technical schools, other employment and training providers, existing youth service programs, other q ualified individuals, or organi z ations with expertise in training youth, including disadvantaged youth, in the skills described in such sub- section.’’; and (4) in subsection (d), by striking ‘‘section 162(a)(3)’’ and inserting ‘‘section 162(c)’’. SEC. 150 7 .C O NS UL TATION W IT H STATE CO M MISSIONS. Section 15 7 (42 U.S.C. 12617) is amended— (1) in subsection (a)— (A) in the matter preceding paragraph (1), by inserting ‘‘National’’ before ‘‘Civilian Community Corps’’; (B) in paragraph (1), by inserting before the semicolon the following: ‘‘, with specific emphasis on pro j ects in sup- port of infrastructure improvement, energy conservation, and urban and rural development’’; and (C) in paragraph (2), by striking ‘‘service learning’’ and inserting ‘‘service-learning’’; (2) in subsection (b)— (A) in paragraph (1)— (i) in subparagraph (A), by striking ‘‘and the Sec- retary of H ousing and Urban Development’’ and inserting ‘‘the Secretary of Housing and Urban Development, the Administrator of the E nvironmental Protection Agency, the Administrator of the F ederal Emergency Management Agency, the Secretary of Energy, the Secretary of Transportation, and the Chief of the Forest Service’’; and (ii) in subparagraph (B)— ( I ) by inserting ‘‘community-based entities and’’ before ‘‘representatives of local communities’’; and
