ELI M IN A TION O F RESTRICTION ON P A Y MENTS FOR FISCAL YEAR 2 0 0 8 . E ffective as if incl u ded in the enactment of the O mnibus Appro - priations Act , 2009 ( Public L aw 1 11 –8) , title II of division F of such Act is amended under the heading ‘‘ CHILDRENA ND F A M ILIE S SER V ICES P R OG RAMS’’ under the heading ‘‘ADMINIS T RATION FOR CHIL- DREN AND FAMILIES’’, by stri k ing ‘‘That without regard to the fiscal year limitations set forth in section 473 A of the Social Security Act, from the amounts appropriated herein, the Secretary shall pay adoption incentives for fiscal year 2008 in the same manner as such incentives were awarded in fiscal year 2008 for the previous fiscal year
