SEC. 150 4 . R E GUL ATI ON S. (a) INGE NE RAL .— N ot later than 12 months after the date of the enactment of this division, the Secretary of Housing and Urban Development shall promulgate regulations governing the operation of the programs that are created or modified by this division. (b) E F FE CTIV E DATE.— T his section shall take effect on the date of the enactment of this division. SEC. 1505. A M ENDMENT TO TA B LE OF CONTENTS. The table of contents in section 101(b) of the M c K inney- V ento Homeless A ssistance Act (42 U.S. C . 11301 note) is amended by striking the item relating to the heading for title IV and all that follows through the item relating to section 4 9 2 and inserting the following new items
