( a ) STATE M ENT OF OBJ ECTI V ES. —N ot l ater than 90 da y s after the date of the enactment of this Act, the P resident shall su b mit to the appropriate congressional committees a clear statement of the ob j ectives of U nited States policy w ith respect to Afghanistan and Pa k istan, and the metrics to be utili z ed to assess progress toward achieving such objectives. (b) REPORTING RE Q UIREMENT.—Not later than M arch 3 0, 2 010 and every 1 8 0 days thereafter until September 30, 2011, the Presi- dent, in consultation with Coalition partners as appropriate, shall submit to the appropriate congressional committees a report, in classified form if necessary, setting forth the following

(1) a description and assessment of the progress of United States G overnment efforts, including those of the D epartment of Defense, the Department of State, the United States Agency for I nternational Development, and the Department of J ustice, in achieving the objectives for Afghanistan and Pakistan in subsection (a)

(2) any modification of the metrics in subsection (a) in light of circumstances in Afghanistan or Pakistan, together with a justification for such modification; and (3) recommendations for the additional resources or authorities, if any, re q uired to achieve such objectives for Afghanistan and Pakistan. (c) CLASSIFICATION.—Any report submitted in classified form shall include an unclassified anne x or summary of the matters contained in the report. (d) DEFINITION.—For purposes of this section, ‘ ‘appropriate congressional committees ’ ’ means— (1) the Committees on Armed Services, Appropriations, Foreign Relations, Homeland Security and Governmental Affairs, and the Judiciary, and the Select Committee on Intel- ligence of the Senate; and (2) the Committees on Armed Services, Appropriations, Foreign Affairs, Homeland Security, and the Judiciary, and the Permanent Select Committee on Intelligence of the House of Representatives.
