NATIONAL SER V ICE TR U ST ( INCLU D IN G TRANSFER OF FUNDS ) For an additional amount for ‘‘National Service Trust’’ estab- lished under subtitle D of title I of the National and Community Service Act of 1990 ( ‘‘1990 Act’’ ) ,$ 4 0,000,000, which shall remain available until expended: Provided, That the Corporation for National and Community Service may transfer additional funds from the amount provided within ‘‘Operating Expenses’’ for grants made under subtitle C of title I of the 1990 Act to this appropriation upon determination that such transfer is necessary to support the activities of national service participants and after notice is trans- mitted to the Committees on Appropriations of the House of Rep- resentatives and the Senate: Provided further, That the amount appropriated for or transferred to the National Service Trust may be invested under section 14 5 (b) of the 1990 Act without regard to the re q uirement to apportion funds under 31 U .S.C. 1513(b). SOCIAL SECURIT Y AD M INISTRATION LIMITATION ON ADMINISTRATIVE E X PENSES (INCLUDING TRANSFER OF FUNDS) For an additional amount for ‘‘ L imitation on Administrative Expenses’’, $1,000,000,000 shall be available as follows: (1) $500,000,000 shall remain available until expended for necessary expenses of the replacement of the National Com- puter Center and the information technology costs associated with such Center: Provided, That the Commissioner of Social Security shall notify the Committees on Appropriations of the House of Representatives and the Senate not later than 10 days prior to each public notice soliciting bids related to site selection and construction and prior to the lease or purchase of such site: Provided further, That the construction plan and site selection for such center shall be sub j ect to review and approval by the Office of M anagement and B udget: Provided further, That such center shall continue to be a government- operated facility
