AD M INISTRATI V E P ROVISIONS DISPOSITION O F S U RPLUS OR O B SOLETE PERSONAL PROPERT Y SEC. 1301. (a) I N GENERAL. — The Architect of the Capitol shall have the authority, within the limits of available appropriations, to dispose of surplus or obsolete personal property by inter-agency transfer, donation, sale, trade-in, or discarding. Amounts received for the sale or trade-in of personal property shall be credited to funds available for the operations of the Architect of the Capitol and be available for the costs of ac q uiring the same or similar property. Such funds shall be available for such purposes during the fiscal year received and the following fiscal year. (b) EFFECTIVE D ATE.—This section shall apply with respect to fiscal year 2010, and each fiscal year thereafter. FLE X IBLE AND COMPRESSED W OR K SC H EDULES SEC. 1302. Chapter 61 of title 5, United States Code, is amended— (1) in section 6121(1) by stri k ing ‘ ‘and the Library of Con- gress ’ ’ and inserting ‘‘the Library of Congress, the Architect of the Capitol, and the Botanic Garden’’; and (2) in section 6133(c) by adding at the end the following: ‘‘(3) W ith respect to employees of the Architect of the Cap- itol and the Botanic Garden, the authority granted to the O ffice of Personnel M anagement under this subchapter shall be exercised by the Architect of the Capitol.’’. ACCEPTANCE OF VOLUNTARY STUDENT SERVICES SEC. 1303. (a) Section 3111 of title 5, United States Code, is amended by adding at the end the following: ‘‘(e) For purposes of this section the term ‘agency’ shall include the Architect of the Capitol. With respect to the Architect of the Capitol, the authority granted to the Office of Personnel Manage- ment under this section shall be exercised by the Architect of the Capitol.’’. 2USC18 1 7a.
