d, That none of the funds made available by this or any other Act shall be available for administrative expenses in connection with shipping commis- sioners in the United States: Provided fu r th er, That none of the funds made available by this Act shall be for expenses incurred for recreational vessels under section 12114 of title 46, United States Code, except to the extent fees are collected from yacht owners and credited to this appropriation: Provided further, That the Coast G uard shall comply with the re q uirements of section 527 of Public Law 108–136 with respect to the Coast Guard Academy: Provided further, That of the funds provided under this heading, $50,000,000 shall be withheld from obligation for H ead- quarters D irectorates until: (1) the fiscal year 2010 second quarter acquisition report required by Public Law 108–7 and the fiscal year 2008 j oint explanatory statement accompanying Public Law 110–161; (2) the Revised Deepwater I mplementation Plan; and (3) the future-years capital investment plan for fiscal years 2011– 2015 are received by the Committees on Appropriations of the Senate and the House of Representatives: Provided further, That funds made available under this heading for overseas deployments and other activities pursuant to sections 401(c)(4) and 423(a)(1) of S. Con. Res. 13 (111th Congress), the concurrent resolution on the budget for fiscal year 2010, may be allocated by program, project, and activity, notwithstanding section 503 of this Act.
