‘‘(h) EXPIRAT I ON O FAU T H ORIT Y.— The authority to obligate funds under this section e xp ires on the later of— ‘‘(1) September 3 0, 2010; or ‘‘(2) the date of the enactment of an Act authori z ing funds for military construction for fiscal year 2011.’’. (b) GE O G RAPHI C AREA OF AUTHORITY.—Subsection (a) of such section is further amended by striking ‘‘and U nited States Africa C ommand areas of responsibility’’ and inserting ‘‘area of responsi- bility’’. (c) ANNUA LF UN D ING L I M ITATION ON U S E OF AUTHORITY; EXCEP- TION.—Subsection (c) of such section is amended— (1) in paragraph (2)— (A) in the first sentence, by inserting ‘‘for fiscal year 2010’’ after ‘‘operation and maintenance’’ ; and ( B ) in the second sentence, by striking ‘‘fiscal year 200 9 ’’ and inserting ‘‘that fiscal year’’; and (2) by adding at the end the following new paragraph: ‘‘(3) N otwithstanding paragraph (1), the Secretary of Defense may authorize the obligation under this section of not more than an additional $ 10,000,000 of appropriated funds a v ailable for oper- ation and maintenance for a fiscal year if the Secretary determines that the additional funds are needed for costs associated with contract closeouts. Funds obligated under this paragraph are not sub j ect to the limitation in the second sentence of paragraph (2).’’. (d) CLERICAL AMENDMENT TO CORRECT R EFERENCE TO CONGRESSIONAL COMMITTEE.—Subsection (f) of such section is amended by striking ‘‘Subcommittees on Defense and M ilitary Construction’’ both places it appears and inserting ‘‘Subcommittee on Defense and the Subcommittee on Military Construction, V et- erans Affairs, and Related Agencies’’. SEC.2807 .E XPAN S IO NO F FI R S T SER G EANTS B ARRAC K S INITIATI V E. (a) EXPANSION OF I NITIATI V E.—Not later than September 30, 2011, the Secretary of the Army shall expand the First Sergeants Barracks Initiative (FSBI) to include all Army installations in order to improve the q uality of life and living environments for single soldiers. (b) P ROGRESS REPORTS.—Not later than February 1 5 , 2010, and February 15, 2011, the Secretary of the Army shall submit to the congressional defense committees a report describing the progress made in expanding the First Sergeants Barracks Initiative to all Army installations. SEC. 2808. REPORTS ON PRIVATI Z ATION INITIATIVES FOR M I L ITAR YU NACCOMPANIE DH OUSING. (a) SECRETARY OF DEFENSE REPORT.—Not later than March 31, 2010, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the H ouse of Representatives a report containing— (1) an evaluation of the process by which the Secretary develops, implements, and oversees housing privatization trans- actions involving military unaccompanied housing; Deadlin e .10USC3 013 n ot e.
