AFRICAN DE V E L O P MENT FOUNDATION For necessary expenses to carry out title V of the International Security and D evelopment C ooperation Act of 19 8 0 (P ublic L aw 96 – 533 ) , $30,000,000, to remain available until September 30, 2011: Provided , That funds made available to grantees may be invested pending expenditure for pro j ect purposes when authori z ed by the B oard of Directors of the Foundation: Provided fu r th er, That interest earned shall be used only for the purposes for which the grant was made: Provided further, That notwithstanding section 505(a)(2) of the African Development Foundation Act, in exceptional cir- cumstances the Board of Directors of the Foundation may waive the $250,000 limitation contained in that section with respect to a project and a project may exceed the limitation by up to $10,000 if the increase is due solely to foreign currency fluctuation: Provided further, That the Foundation shall provide a report to the Commit- tees on Appropriations after each time such waiver authority is exercised. DEPARTMENT OF T H E TREA S UR Y INTERNATIONAL AFFAIRS TECHNICAL ASSISTANCE For necessary expenses to carry out the provisions of section 129 of the Foreign Assistance Act of 1961, $25,000,000, to remain available until September 30, 2012, which shall be available not- withstanding any other provision of law. DE B T RESTRUCTURIN G For the cost, as defined in section 502 of the Congressional Budget Act of 19 7 4, of modifying loans and loan guarantees, as the President may determine, for which funds have been appro- priated or otherwise made available for programs within the Inter- national Affairs Budget Function 150, including the cost of selling, reducing, or canceling amounts owed to the U nited States as a result of concessional loans made to eligible countries, pursuant to parts IV and V of the Foreign Assistance Act of 1961, of modifying concessional credit agreements with least developed countries, as authorized under section 411 of the Agricultural Trade Development and Assistance Act of 1954, as amended, of concessional loans, guarantees and credit agreements, as authorized under section 572 of the Foreign O perations, E xport Financing, and R elated Pro- grams Appropriations Act, 1989 (Public Law 100–461), and of can- celing amounts owed, as a result of loans or guarantees made Reports.Waiv era u t h orit y .
