(a) EX PAN D ED INTERNATIONA LM ILITAR Y EDUCATION AND TRAININ G . — (1) F unds appropriated under the heading ‘ ‘International Military Education and Training ’ ’ in this Act that are made available for assistance for Angola, C ameroon, Central African R epublic, Chad, Co ˆ te d’Ivoire, Guinea and Z imbabwe may be made available only for training related to international peace- keeping operations and expanded international military edu- cation and training

( 2 ) None of the funds appropriated under the heading ‘‘International Military Education and Training’’ in this Act may be made available for assistance for E q uatorial Guinea or Somalia. (b) COUNTERTERRORIS MP ROGRAMS.—Funds appropriated by this Act under the headings ‘‘Development Assistance’’, ‘‘Economic Support Fund’’, ‘‘International Narcotics Control and L aw Enforce- ment’’, ‘‘Nonproliferation, Anti-terrorism, Demining, and Related Programs’’, and ‘‘Peacekeeping Operations’’ shall be made available as follows: (1) Not less than $ 2 4 ,7 3 5,000 shall be made available for the East Africa Regional Strategic Initiative

(2) Not less than $3,600,000 shall be made available for Africa Conflict Stabili z ation and B order Security; (3) Not less than $ 8 1,315,000 shall be made available for Trans-Sahara Counterterrorism Partnership; and (4) Not less than $10,000,000 shall be made available for a H orn of Africa and Pan Sahel Program, in addition to funds otherwise made available for such purposes, to be administered by the United States Agency for International Development. (c) ETHIOPIA.— (1) None of the funds appropriated by this Act under the heading ‘‘Foreign Military Financing Program’’ that are avail- able for assistance for Ethiopia may be made available unless the Secretary of State— (A) determines that the Government of Ethiopia is taking effective measures to guarantee the rights of its citizens to peaceful expression, association and assembly, and to document violations of internationally recognized human rights without harassment or criminal penalty, and Det e rmina ti o n .Hu man ri gh t s .
