and ‘‘( C ) administering the grant programs established under sections 275 and 276. ‘‘(2) C O N SU L T AT I ONS.—The Secretary shall consult w ith the Committee on F inance of the Senate and the Committee on W ays and M eans of the H ouse of R epresentatives not less than 90 days prior to promulgating any final rule or regulation pursuant to paragraph (1). ‘‘(b) P ERSONNEL.—The Secretary shall designate such staff as may be necessary to carry out the responsibilities described in this subchapter. ‘‘(c) AUT H ORI Z ATION O F A P PROPRIATIONS.— ‘‘(1) IN GENERAL.—There are authori z ed to be appropriated to the Secretary $ 150,000,000 for each of the fiscal years 2009 and 2010, and $ 3 7,500,000 for the period beginning O ctober 1, 2010, and ending D ecember 31, 2010, to carry out this subchapter. ‘‘(2) A V AILA B ILIT Y .—Amounts appropriated pursuant to this subchapter— ‘‘(A) shall be available to provide ad j ustment assistance to communities that have been approved for assistance pursuant to this chapter on or before December 31, 2010; and ‘‘(B) shall otherwise remain available until e x pended. ‘‘(3) SUPPLE M ENT NOT SUPPLANT.—Funds appropriated pursuant to this subchapter shall be used to supplement and not supplant other Federal, State, and local public funds expended to provide economic development assistance for communities. ‘ ‘ SubchapterB—Com mu ni t y Co l le g ean d Career T raining G rant P rogram ‘ ‘ SEC.278 .C OM M UNITY CO L LE G E A N D CA R EER TRAINING GRANT P RO - GRAM. ‘‘(a) G RANTS AUTHORIZE D .— ‘‘(1) IN GENERAL.—Beginning August 1, 2009, the Secretary may award Community College and Career Training Grants to eligible institutions for the purpose of developing, offering, or improving educational or career training programs for wor k ers eligible for training under section 236. ‘‘(2) L IMITATIONS.—An eligible institution may not be awarded— ‘‘(A) more than one grant under this section; or ‘‘(B) a grant under this section in excess of $1,000,000. ‘‘(b) DEFINITIONS.—In this section
