REGULATO R YP ROGRA MF or expenses necessary for administration of laws pertaining to regulation of navigable waters and wetlands, $ 18 3 ,000,000, to remain available until expended: Provided, That the Secretary of the Army, acting through the Chief of Engineers, may use up to $3,200,000 of the funds appropriated herein to reimburse the Port of Arlington, G illam County, O regon, for those direct construc- tion costs determined by the Secretary to have been incurred by the Port as a result of and following issuance of the D epartment of the Army R egulatory Program permit for the construction of a commercial doc k and offload facility at the Port in February 2007, including the removal of the commercial dock and offload facility. F ORMERLY UT I LI Z E DS ITES REMEDIAL A C TIO N PROGRAM For expenses necessary to clean up contamination from sites in the U nited States resulting from work performed as part of the N ation ’ s early atomic energy program, $140,000,000, to remain available until expended. E X PENSES For expenses necessary for the supervision and general administration of the civil works program in the headquarters of the United States Army Corps of Engineers, and the offices of the Division Engineers; and for the management and operation of the H umphreys Engineer Center Support Activity, the I nstitute for W ater Resources, the United States Army Engineer Research and Development Center, and the United States Army Corps of Engineers Finance Center, $179,3 65 ,000, to remain available until expended, of which not to exceed $5,000 may be used for official reception and representation purposes and only during the current fiscal year: Provided, That no part of any other appropriation pro- vided in title I of this Act shall be available to fund the civil works activities of the Office of the Chief of Engineers or the civil works executive direction and management activities of the division offices.
