fu r th er, That, notwithstanding any other provision of law, not to exceed $1 6 8,000,000 of offsetting collections derived from fees col- lected for premerger notification filings under the H art-Scott- R odino A ntitrust I mprovements Act of 1976 ( 15 U.S.C. 18a ) , regardless of the year of collection, shall be retained and used for necessary expenses in this appropriation: Provided further, That, notwith- standing any other provision of law, not to exceed $21,000,000 in offsetting collections derived from fees sufficient to implement and enforce the Telemar k eting Sales Rule, promulgated under the Telemarketing and Consumer Fraud and Abuse P revention Act (15 U.S.C. 6101 et se q .), shall be credited to this account, and be retained and used for necessary expenses in this appropriation: Provided further, That the sum herein appropriated from the gen- eral fund shall be reduced as such offsetting collections are received during fiscal year 2009, so as to result in a final fiscal year 2009 appropriation from the general fund estimated at not more than $70,200,000: Provided further, That none of the funds made avail- able to the Federal Trade Commission may be used to implement subsection (e)(2)( B ) of section 4 3 of the Federal D eposit Insurance Act (12 U.S.C. 1831t). G ENERAL SER V I C ES ADMINIS T RATION REAL PROPERT Y ACTIVITIES F EDERAL BU ILDIN G S FUND LIMITATIONS ON AVAILABILITY OF REVENUE For an additional amount to be deposited in the Federal Buildings Fund, $651,198,000. To carry out the purposes of the Fund established pursuant to section 592 of title 40, United States Code, the revenues and collections deposited into the Fund shall be available for necessary expenses of real property management and related activities not otherwise provided for, including oper- ation, maintenance, and protection of federally owned and leased buildings; rental of buildings in the District of Columbia; restoration of leased premises; moving governmental agencies (including space ad j ustments and telecommunications relocation expenses) in connec- tion with the assignment, allocation and transfer of space; contrac- tual services incident to cleaning or servicing buildings, and moving;
