Any costs incurred by a department or agency funded under title I of this Act resulting from personnel actions ta k en in response to funding reductions included in this Act shall be absorbed within the total budgetary resources available under title I to such department or agency

d ,T hat the authority to transfer funds between appropriations accounts as may be necessary to carry out this section is provided in addition to authorities included elsewhere in this Act: Provided fu r th er, That use of funds to carry out this section shall be treated as a reprogramming of funds under section 7015 of this Act and shall not be available for obligation or expenditure except in compliance with the proce- dures set forth in that section. CONSULAR A F FAIRS REFORM SEC. 7006. Not later than 60 days after the enactment of this Act the Secretary of State shall certify and report to the Committees on Appropriations that the Department of State is implementing recommendations contained in the Office of Inspector General audit ‘ ‘Review of Controls and Notification for Access to Passport Records in the Department of State ’ s Passport Information Electronic Records System (PIERS)’’ (AUD / IP – 0 8 –29), July 2008. PRO H IBITION A G AINST D IRECT FUNDING FOR CERTAIN COUNTRIES SEC. 7007. None of the funds appropriated or otherwise made available pursuant to titles III through V I of this Act shall be obligated or expended to finance directly any assistance or repara- tions for the governments of Cuba, North K orea, Iran, or Syria: Provided, That for purposes of this section, the prohibition on obligations or expenditures shall include direct loans, credits, insur- ance and guarantees of the Export-Import B ank or its agents.
