John A Kasson, special commissioner, &c., &o. on behalf of this department, and by Dr. Jaques Dubs, vice-president of the federal council and chief of the federal post department, on behalf of the federal council of the Swiss Confederation, the same are by me hereby ratified and approved, by and with the advice and consent of the President of the United States.
