Whenever a man enters on board, the commanding officer shall b°”d· cause an accurate entry to be made in the ship’s books, showing his name, the date, place, and term of his .enlistment, the (place or vessel from which he was received on board, his rating; his escriptive list, his age, place of birth, and citizenship, with suc remarks as may be necessar . He shall, before sailing, transmit to the Secretary of the Navy m°¤» md P”°°“‘ a complete list of the rated men under his command, showing the parg°"' ticulars set forth in rule one, and a list of officers and passengers, showing the date of their entering.
