UH. 67, 68, 69. 1878. 39 CHAP. 67.-Au act to provide for the erection of zz public building in the City of Kansas April W, 1878. in tho State of Missouri. ———————-—- Be it enacted by the Senate and House of Represcntatives of the United States of America in Oongress assembled, That the Secretary of the pub"., b,,i;dg,,g Trezzsury bv, und he hereby is, authorized and directed to purchase an a1>Kansa¤Ci¤y,Mo. site {br, und cause to be erected u suitable building, with iimproof vault extending to each story for the accommodation of the post-oflicc, custom house, bonded warehouse, internal revenue 0iHces and other goveernmeent offices at the city of Kansas in the State of Missouri. The Limit of costs. site, and building thereon when completed upon plans and specifications to ba previously made and approved by the Secretary of the Treasury shall not exceed the cost: of two hundred thousand dollars: Provided Coqdiyionsofapthat no money to be appropriated for this purpose shall be available P’°P”**'·*°”· until an valid title to the site of said building shall be vested in the United States, and until the State of Missouri shall coda to the United States exclusive jurisdiction over the same, during the time the United States shall be or remain the owner thereof, for all purposes cxccpb the administration of the criminal laws of said State, and tha service of any civil processes therein. That the sum of one hundred thousand dollars be, aud the APD¤<>P¤‘i¤¢i¤¤· same is hereby, appropriated, out of any money in the Treasury not otherwise appropriated, to be used and expended toward the construction of said building. "—·—········-——— Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That if any person shall, within Ifo1icy—lotpery pr tho District of Columbian, keep, set up, or promote, or be concerned as PQl'°Yl§h°li’” £'”‘ owner, agent, clerk, or in any other manner, in managing any policy- °"°°° C° ""' m' lottery or policy-shop, or shall ell or transfer any ticket, certificate, hill, token, or other device purporting or intended to guarantee or assure to any person, or entitle him to u chance of drawing or obtaining a· prize, or sham of', or interest in, any prize to be drawn in any lottery, or in the game or clcvicc commonly known as policy-lottery or policy; or shall, {br himself or another person, sell or transfer, or have in his possession, wr the purpose of sale or transfer, or shall aid in selling, exchanging, negotiating, or ’nru11sibrring a chance or ticket in, or share of a. ticket in, any policy-lotltery, or any such bill, ccrtiiicame, token, or other device, he shall be deemed guilty ofa. misdemeanor, and upon conviction thereof, shall tbrfcita and pay a. tina of not more than five hundred dollars, or be Penalty. imprisoned in the District jail not less than two months or more than one year 01- both in the discretion of the court.
