The Postal Administration in eachCountry shall be authorized to adopt Addi*i°¤¤l £¤1°¤• any additional rules (if not repugnant to the forgoing) for greater security against fraud, or for the better working of the system generally. All such additional rules, however, must be promptly communicated to the Post Office Department of the other Country. ARTIOIAE 15.
