That the right to alter, amend, or repeal thisgzct is hereby exmpegx, or change pressly reserved; and the right to require any change in said structure, r¤¤¤rv¤<1 st the expense of the owners thereof, whenever Congress shall decide that the public interests require it, is also expressly reserved. _ Special num- Sec. 6.
